天津海关多项举措助力外贸发展 今年前11月京津冀出口1.18万亿元，增长26%

据天津海关统计，今年1至11月，京津冀进出口总值4.03万亿元，同比增长26.1%，占全国进出口总值的11.4%，占比较去年同期提升0.4个百分点。其中，出口1.18万亿元，增长26%；进口2.85万亿元，增长26.2%。

　　今年以来，国内经济稳定复苏，国际市场需求逐步改善，京津冀外贸量稳质升，月度进出口已经连续10个月保持同比两位数增长。据了解，进口方面，原油、金属矿及矿砂、汽车和天然气位居进口商品前4位，进口分别增长33.2%、21.6%、17.8%和57.8%；出口方面，国际市场需求增加利好出口，成品油、医药品、钢材、手机和电子元件位居出口商品前5位，出口分别增长5.5%、539.8%、60.7%、28%和27.5%。从贸易国来看，欧盟位居京津冀贸易伙伴首位，进出口增长16.7%，占同期京津冀进出口总值的14.3%；对东盟增长23.9%，占10.4%。

　　“为推动京津冀外贸经济稳定发展，天津海关在优化营商环境、促进跨境贸易便利化等方面持续发力，天津口岸服务京津冀外贸发展作用不断增强。”天津海关统计分析处处长李伦介绍。同时，天津海关不断深化与北京、石家庄海关协作，三地海关成立京津冀协同发展组，创新“监管产装、抵港直装”业务模式，助力出口货物通关。北京、石家庄海关在该模式下对辖区出口生产型企业进行监装作业，企业完成提前报关后，货物抵达天津口岸即可享受“抵港直装”便利化措施，有效缩短在港等待时间。

　　此外，天津海关还联合北京、石家庄海关，推广天津关港“集疏港智慧平台”，实现“车货船三维智能匹配”“双重匹配”等智能服务，京津冀三地企业在天津港提箱或装船时，可依托该平台开展进口货物“船边直提”、出口货物“抵港直装”作业，进口提箱用时由1至2天压缩至最短1.5小时。
